The Rhine allows 2500t load and up to 110m long ships, with special permits up to 5000t and 185m. 10% of all swiss trade and 40% of all hydrocarbons are brought through there… So yeah, kind of ocean-going. There are numerous private ships there that are fully ocean going.
~1500 sea-going yachts registered in Switzerland, so I’d say yes.
