        I wouldn’t put it past them to cast an even wider net, as it fits neatly among their panic strategies.

        The issue is that it betrays the weak level of information underlying this action. They have nothing, but are forced to get results, so they start targeting particular neighborhoods in order to reach their quota. And fail epically.
