    What do you mean back into the cities? France at least had a very rural and agrarian population until the 19th century, when the industrial revolution led poor farmers to the cities to work in factories. As far as I know there never was an backwards movement from the cities to the countryside since then

      There are plenty small villages and towns left. Then also the lone houses in the countryside - lots of bnb’s by foreigners among these. And then indeed the farms which still exist. This is all anecdotal experience of a few trips through the country, I might be wrong :)
