This event prompted the development of an empty app: a placeholder with the same name and a massively inflated version number, SafetyCore v2000000000. Users sideload it, so the Google Play Store can’t overwrite the app with the real SafetyCore.

But the title says it can’t be removed?

How would it be reinstalled if you can’t uninstall it in the first place?
To me “can’t remove” implies it cannot be uninstalled at all.
Guess you could read the article to find out
I was more complaining about the obviously-wrong title, because yes the article does explain how to uninstall it.
