It was intended to give Elon Musk access to all the information he could get his grubby little hands on for private enrichment and to shut down the very government departments that were in a position to regulate his companies.
That was never the goal. The goal was to remove rules and regulations that would limit the power of companies; rules that where put in place exactly because the same corporations had abused their powers before, harming others in the process. Each rule and regulation exists for a reason.

And the programs that were wasteful that they claimed to have cut just weren’t. They straight up lied about cutting billions in contracts
Beyond that, DOGE was a libertarian project to privatize and deregulate.
