This building is a CHP plant (generating heat / district heating for the factory and the city). There have been some overhauls 2009 and 2021 (due to converting it to a combined-cycle power plant).
Half of this building (southern part, first two chimneys) is nowadays an event location.
As to what happened to the second tower:
From 2009, the chimneys were partially renewed. Part of the southern chimneys were demolished and replaced by clinker in the same colour.
I guess this picture was taken during that time.

I was born in that city. There is no way you won’t memorize that shape living there more than a year.
I had to look up some facts and thought it would be neet to post them here as there is no english wiki page about that building - a landmark of Wolfsburg and a cultural heritage, no matter how ugly it is.
No diagnose yet - but also never bothered to test it.
Could also be VW in Wolfsburg
