True at the most basic level in the same vein of saying 2 things can be bad. Yes it is possible for 2 things to be bad but no one who ever says this ever means it in that way it is nothing but thought terminating cliche if not expanded upon. The same is true here leaving out the other major ideological power of the time leads the framing to the implication that it sits above the other 2 evils (who are then equatable in comparison).

The core countries are able to maintain this unequal exchange primarily because of their near absolute monopoly over cutting-edge military technology and high-tech industrial chains. This technological monopoly is not simply a result of market competition, but is forcibly maintained through the massive military machinery and intellectual property barriers of imperialism. While the Southern countries undertake the most arduous stages of physical production, they receive only meager processing profits, while the vast majority of surplus value is continuously drawn back to the core countries through technological rents and financial scissors. His simplistic attribution of this unequal exchange, built on violent monopoly, to the equalization of profit rates caused by market competition effectively obliterates the reactionary nature of monopoly capital during the imperialist stage.

It is precisely this structural oppression, interwoven with financial hegemony, technological monopoly, and military violence, that provides a solid material foundation for global resistance. In their development, the Global South faces a survival crisis: being permanently locked at the bottom of the value chain and constantly vulnerable to financial exploitation. This objectively existing structural contradiction will inevitably drive Southern countries towards unity and cooperation, gradually breaking the imperialist dependency chain by promoting local currency settlement, establishing alternative financial facilities, and deepening South-South cooperation. This unity is not based on subjective political labels or camp divisions, but rather on the objective historical requirement to break the imperialist system of exploitation.

To understand contemporary imperialism, we must see beyond the surface of global division of labor and recognize its underlying monopolistic nature, characterized by the collusion of finance, technology, and violence. Only by acknowledging the objective existence of the imperialist camp and its oppressive mechanisms can we truly find a realistic path to the liberation of the Global South.

I find 2 issues with this, first is that this article is only ~40 pages so I’m unsure what they mean by page 142-143. Second is that it’s a memoir style writing of Gazarian who was a former NKVD official in Transcaucasia who was arrested under Beria and later frees to aid Kruschev in his de-Stalinization which given what is known about Kruschevs secret speech (it was full of lies) as well as clear motive (for revenge for being wronged) doesn’t bode well.
