The future in which this law changes back is fully dependant on the US not becoming more fascist. Yet here we are now, basically the same spot as Russia post collapse of communism, all excellerated by the other policies I mentioned that are technically not permanent yet have pushed us into this spot over the last 50 years.

Wanting to believe things will magically change back to normal is not enough. It wasn’t enough to change actual laws like citizens united, and it won’t be enough to change this behaviour back now that there’s a well paid army of ICE to prevent it, and a private oligarchy that benefits from it more than the norm we’ve left.
And in that norm, yeah, I agree, executive orders aren’t laws. But that’s not the way it works now, nor is there any believable way that we get back to it peacefully.
