Just read a German article where Merz said pretty much the same:

Macron - not that I like him - had much clearer words for the USA:
The French government criticizes the US military operation in Venezuela as violating international law. The action that led to the capture of President Nicolás Maduro violated the principles of international law, the Foreign Ministry said. “No lasting political solution can be imposed from outside.” France reiterates that only the sovereign people of a nation can determine its future.
