The question: is that blackshirt bottom right trying to get the muzzle away from Mr Pretti’s head as it appears in the image?

No. The murderer is standing behind him to the right and there is more distance between them than there seems from this still angle. The murderer had already started firing, seemingly having made up his mind moments before that he was going to execute Pretti. The other agents are simply jumping backward and stumbling over the sound of gunshots.
